Well, gift certificates purchased from a shopping center can be used in any shop in the center, wheras a certificate or gift card purchase from a store can only be used at the store from which it was purchased.

Tanger Outlet Center - Tanger Outlet Center also allows the purchase of gift cards online.
Branson Landing - As of yesterday, you cannot purchase gift certificates for the Branson Landing to be used in any shop. The officials I spoke with suggested I buy gift certificates from the individual stores in the complex.
